Don Enoch administers the special education program of the Department of Education and Early Development. This position requires a detailed knowledge of special education statutes, regulations and recent court decisions, as well as knowledge regarding current program issues, trends and policies related to special education at the national level. This position is responsible for drafting special education legislation and regulations, interpreting state and federal laws and regulations and determining special education policies and procedures. The position is responsible for the implementation of the special education services to all eligible students, age 3 through 21, with disabilities in Alaska. It provides technical assistance and training to Local Education Agencies (LEAs) in fiscal and regulatory requirements, instructional techniques and program development. This position is responsible for supervision of the team of educators that manage special education and special education early learning programs across the state.
